Dairy producers discuss crisis in industry 
The Dairy Producers Association of Namibia met on Monday, July 23, 2012 for their annual member meeting. Even though there were various points to be discussed on the agenda, the deterioration of the dairy industry was the main theme. A second dairy producer is currently busy to get rid of his herd. The effect of cheap UHT milk (under cost price) on local markets has a very negative influence on the sale of Namibian UHT products. UHT products nearly make up half of the local milk production. A fact which the authorities do not understand is that due to transport and feed prices, the Namibian producers will never be able to compete with South Africa and other subsidised countries!

The Namibia Dairies group took a big risk to start the !Ameib Superfarm. The big challenges and risks of an intensive industry such as a milk farm are clearly illustrated here. The dairy producers salute Namibia Dairies who took a clear decision to not yet be another distributor of foreign products in Namibia but to rather invest in a real Namibian product of high quality. The additional employment opportunities which were created by the super farm are a typical example of what the agricultural sector contributes towards the community. 

The situation for the dairy producers however is getting worse and they decided to launch another action in an attempt to show the authority that the dairy industry, which up to now has been identified as a strategic agricultural industry, is busy to come to an end. Due to limited funds, each producer contributes from his milk price towards another consultancy in order to get the information to the relevant officials. 
The president of the NAU, Mr Ryno van der Merwe said that local economies cannot afford to carry on without the contribution of dairy producers (employment creation, investing, economic contribution towards a proud Namibia product). The commercial producers are excited about the possibility of the development of dairy expanding possibilities in the communal areas, but are concerned whether such an industry will be maintainable on long term and without substantial investing. 
Dairy Provider of the Year
The NAU would like to congratulate the winners of Dairy Provider of the Year. These are:

  2. Intensive producer: Mr Paul Carstens and the extensive producer it is Mr Dirk van Wyk
  3. Intensive producer: Mr Hermanus Biewenga and the extensive producer prize is shared between Mr Japie Engelbrecht and Mr John Luck
  4. Mr Kokkie Adriaanse received the prize for the lowest somatic cell count

The president of the NAU, Mr Ryno van der Merwe and the Executive Manager, Mr Sakkie Coetzee visited the Minister of Lands, Mr Alpheus !Naruseb on July 25. Mr !Naruseb was assisted by the Deputy Minister, Mr Theo Diergaardt, the acting Permanent Secretary, Dr Shivute and other senior personnel members of the Ministry. The aim of the visit was mainly to get the support from the Ministry of Lands for the NAU initiative about economic growth and employment creation. Minister !Naruseb’s first comment was that the inter-action between the NAU and the Ministry must take place on a more regular base as both these parties have a big influence on the land reform process and the handling of peace and stability in rural areas. 

The Minister and personnel fully support the initiative of the NAU with regard to economic growth and employment creation in the agricultural sector and offered their cooperation in identifying projects, mainly on resettlement farms and –areas which can contribute towards the aims of this initiative. The Minister pointed out that numerous initiatives only stay in boardrooms and never reach the communities. Thus it is important to involve the communities in practical ways. 
Other points on the Agenda were veld fires on resettlement farms, the valuation rolls for 2013 – 2018 as well as the affordability of land tax. The Minister pointed out that the Ministries responsibilities end as soon as the beneficiaries of the resettlement farms get their lease agreements. He confirmed that resettled farmers have to comply with their responsibilities with regard to veld fires and get involved in the various communities. The Minister undertook to give a manual to resettled farmers in future which inter alia addresses this issue. 

Charcoal Producers Association will hold Conference
The Charcoal Producers Association will hold their member meeting and Conference on August 16 at 08:30 at the Reit Klub, Otjiwarongo. Speakers are Dr Trede from DECOSA who will talk about sustainable charcoal production, Mr Willem Groenewald, the chairperson of the Namibia Forestry Council and Mr Tobias Konzmann who will talk about “Energy for the future”. Verre Suide FA is hosting its annual winter school on August 2 at Warmbad. All farmers and interested parties are welcome. The theme is „Optimal meat / cattle production in the south of Nambiia“. The talks include sheep, cattle and goats and judging of the different breeds in the vicinity will take place. Speakers are inter alia Wessel Visser of Swakara, Governor Bernardus Swartbooi,Sakkie Coetzee of the NAU, Koos Claassen of Meatco and Danie de Lange of Feedmaster. Elize Louwrens will give a practical demonstration of painting techniques on furniture, frames, etc at the women’s programme. Meatco is holding a General member meeting following the decision which was taken during the 26th Annual General Meeting of Meatco. This General meeting will be held on August 3 at 09:00 at the Wanderers Sports field, Windhoek. The aim of this meeting is to give feedback around the recent development of the corporation’s ownership and future legal structure and –framework and to discuss this. Osire/Waterberg FA is holding its „Inter Farmers Association Sports Day – 2012 Farmer Olympics“ on September 1 at 07:00 at the Osire Waterberg farmers hall at Farm Osire Noord. Individual sports which are offered are airgun shooting, bokdrolverspoeg and soccer wall. Entertainment for the children and general entertainment such as a mini show, tasty food and dance is offered. Each team has to consist of 8 members of which at least 2 must be women. Entrance fee per team is N$100 and social teams are welcome to take part. Entrance fee is N$80 for adults, N$40 for children up to 13 years and children under the age of 6 are free of charge. The entrance fee includes dinner and dance. A total of 131 cattle was on auction at the Omaruru Farmers Association Auction Kraals outside Omaruru. Mr. Simasiku,  Veterinary Technician from the Omaruru Veterinary Office warned farmers that animals,  not clearly/correctly branded will be turned away at the next auction. Farmers therefore has to make sure that their animals comply with the branding requirements in future.

Traceability: Important FANMEAT Farm Records

In order to comply with international "farm to fork" traceability requirements for the export of red meat (livestock) the following farm records must be updated and available in the farm file for inspection.  These records are part of the Farm Assured Namibian Meat Scheme (FANMEAT) and can be obtained at all Agriculture Development Center's (Omaruru, Omatjette, Okombahe, Uis, Spitzkoppe, Otjimbingwe and Utuseb) in Erongo region. Extension staff will assist farmers with the interpretation  of the different records/forms.

Kalkfeld Farmers Association: Annual General Meeting 24 July 2012

Kalkfeld FA held its Annual General Meeting on Tuesday,24 July 2012 on farm Hamburg of the Beckers family in the Kalkfeld area. The meeting starting at 08:00 am. 50 Farmers and other agri-stakeholders attended the meeting.  The main guest speaker was Mr Derek Wright who discussed the implications of the new labor law and also talked about  pension funds. The other guest speakers was Mr. Clive Norten and Frik Muelder. They made a presentation on the new development innitiative for Kalfeld town. 
Other interesting discussions included the involvement of Kalkfeld farmers that are assisting the Police force in Kalkfeld with the maintenance and repair of their vehicles in order for the Police to perform their duties. A further interesting discussion evolved around the involvement of Kalkfeld farmers with an initiative to develop Kalkveld town in order to create jobs for the community and thereby creating a prosperous environment. This will also inevitably reduce stock theft and poaching in the area. 
A vote of appreciation to the organizers under the skillful leadership of the chairperson, Mr.Ingo Jacobi for a well organised meeting and  a delightful lunch.

NDP IV officially launched
President Pohamba officially launched the fourth National Development Plan for Namibia for the period 2012 – 2013 until 2016 – 2017 in Windhoek on Thursday, July 19, 2012. The president of the NAU, Mr Ryno van der Merwe attended this launch on behalf of the NAU.
In his speech President Pohamba emphasized the potential of the economy and to develop the Namibian economy further into an export economy. For this aim it will be focused on the development of skills during the implementing period of NDP IV. In this regard he specifically emphasized the improvement of the education system and the role of the private sector in the development of necessary skills in order to let the economy grow.
According to President Pohamba the biggest challenges include inter alia the improvement of Namibia’s effectiveness in all areas, increased labour ethics of the national work force and the development of the Namibian economic potential. In order to counter these challenges all role players have to cooperate.
According to the Prime Minister, Mr Nahas Angula, it is envisagd that the manufacturing sector will have to contribute 50% towards the GDP by 2016. He also addressed the subject of improved labour relationships in order to reach the aims of NDP IV.
NAU and Statistics Agency take hands
The Executive Manager of the NAU, Mr Sakkie Coetzee together with Mrs Rina Hough from the department Research and Development this week visited Dr John Steytler, the Statistician General of the Statistics Agency in order to discuss cooperation between these two organisations. The NAU has inter alia statistics about the number of agricultural land which has been transferred in the commercial area under the various land reform programs.  
The recently promulgated Statistics Act makes provision that the agency can enter into agreements with private organisations such as the NAU with regard to collecting and verifying of statistics. If these statistics however are used for national purposes, it is advisable that they are offered through the agency as official statistics.
Dr Steytler expressed his concern about the lack of reliable statistics in the agricultural sector to be used for planning purposes. To address this, he suggested that the agency and the whole agricultural sector meet to determine the needs with regard to agricultural statistics, to coordinate the collection thereof and to accredit the organisation which does the collection so that the information can be made available as reliable and according to the criteria of the Statistics Act. Such meeting is planned in the near future.
Agricultural Unions pay a courtesy call to the new PS of Agriculture
The managements of the Namibia Agricultural Union (NAU) and Namibia National Farmers Union (NNFU) paid a courtesy call to the new Permanent Secretary of the Ministry of Agriculture, Water and Forestry, Mr Joseph Iita, last Friday. The president of the NAU, Mr Ryno van der Merwe offered on behalf of the NAU his full cooperation, especially with regard to the identification and addressing of bottle-necks in the commercial agricultural sector. These bottle-necks inter alia include the maintenance of the animal health status of Namibia which is necessary for the export status of the country, the problems which are experienced with the marketing of sheep which led to more and more producers leaving this sector as well as the challenges to increase production. 
Mr Pinthile Davids, the president of the NNFU, informed the PS about general circumstances of all the branches in agriculture in Namibia. He also offered the NNFU’s cooperation in support and execution of the Ministry of Agriculture, Water and Forestry’s aims.

At 18:00 the Dairy Provider of the Year will be awarded at the Africa Safari Lodge, Mariental during a dinner. A Simbra farmers day will be held on July 24 at 07:30 at Farm Geluksput of Dr Arthur Bagot-Smith. Speakers are Dr Arnold Olivier, Willie Grobler, Christo du Plessis, Dawid Botha, Ian Galloway, Hannes Kellerman, Dr Erica de Jager and Diethelm Metzger. From 14:00 – 16:00 a sightseeing of the cattle and practical demonstration will be held. From 14:00 there will also be a program for the women with Mr Riaan Momberg of Efekto who will talk about gardens and a professional person will talk about Botox and Dermafiller. The Namibia Scientific Society is hosting a lecture by Mr Henry Mukendwa under the theme „The Conceptual Hydrogeology of the Kombat Area“. Speakers are Mr Willem Eigenhuis, regional agricultural expert of Farmsecure Agriscience SA who will talk about new perspectives over the management of data and soil chemistry for increased efficiency in agronomy in the Namibian context. Mr Piet Brink, regional agricultural expert of Kynoch will talk about the importance of the use of proper formulated products in a market environment which is threatened by products of suspicious origin en also give information about the latest development of micro minerals and leaf nutrition. The information day will end at 17:00 and thereafter at 19:00 the Grootfontein Agri College will hold a lecture under the theme „The secrets of a master detective“. This lecture will be held  by former brigadier Piet Byleveld who was a member of the SA Police force for 38 years. The Uis Agriculture Development Centre under the leadership of Mr. Sebulon Ganinab (Senior Agriculture Extension Technician) organised an Agriculture Mini-show at the !Khoro/aus Auction Kraal of the Daures Farmers Association near Uis on Saturday 7 July 2012. 55 farmers attended  the show. Only 28 farmers brought livestock.  Agriculture stakeholders who attended the show included:

1. FMD outbreak reported in Botswana
Area in red, Maun (Ngamiland area) 
Botswana's veterinary authorities have reported an outbreak of food and mouth disease (FMD) in Ngamiland, Maun area. Ngamiland is an FMD control zone which is physically isolated from the rest of the country by disease control fences. 
Dr. Kgogeitsile Phillemon-Motsu, Director of the country's Veterinary Services Department, issued a notification to the World Organisation for Animal Health (OIE) on 12 June 2012, stating that 56 animals tested positive for the disease. According to the report the area is home to some 280 000 head of cattle, which are routinely vaccinated every 4 months with a trivalent SAT 1,2 and 3 vaccine. "The reoccurance of the disease was detected  after poor vaccination coverage following flooding of the area, which made some animals inaccessible for vaccination  Contact with infected animal(s) at grazing and/or watering points has been identified as the main source of the outbreak"
Apart from the control fences around Ngamiland, the zone is further subdivided into four subsonzones (2a, 2b, 2c and 2d) by internal disease control barriers. Exstensive surveillance following the outbreak has confirmed that only cattle from subzone 2d were affected. No deaths were reported, and no animals were destroyed.
"As an FMD control zone, no movement of cloven-hoofed animals and their derived products and other FMD risk material have been allowed out of the zone, therefore the outbreak does not affect the status of FMD free zones. There are established biosecurity check points at points of exit from the zone", reported Dr. Phillemon-Motsu


2. FAO, OIE reveal strategy to control FMD (AgriForum, Jul 2012)
BANGKOK – The Food and Agriculture Organisation of the United Nations (FAO) and the World Organisation for Animal Health (OIE) released a strategy to control foot-and-mouth (FMD) disease on a global scale. The announcement came during an international meeting of these two organisations in Bangkok, Thailand. 
The global strategy combines two tools: the Performance of Veterinary Services Pathway and the Progressive Control Pathway for foot-and-mouth disease (PCP-FMD). PVS evaluates national veterinary services with the aim of bringing them into compliance with OIE quality standards. The PCP-FMD guides countries through a series of incremental steps to better manage FMD risks, beginning with active surveillance to establish what types of FMD virus strains are circulating in the country and neighbouring areas.
“One main objective of the Global Strategy is to allow FMD control worldwide through the strengthening of veterinary services responsible for animal disease control,” said Bernard Vallat, OIE Director-general. “Positive effects of the strategy will extend far beyond the control of FMD because it represents an opportunity to initiate long-term actions which will enhance veterinary services' capacity to fight other high-impact diseases of livestock.
“At the regional level the South-East Asia and China FMD campaign (SEACFMD) programme managed by OIE/Bangkok is considered as a very efficient model,” he added.
FMD is not a threat to human health, but economic losses due to the disease have been estimated at US$5 billion annually. FMD can cause death in newborn and young animals, according to the FAO. Weight loss, reduced milk yields and lower fertility are after-effects of the disease. An animal stricken with FMD could mean economic ruin and starvation for the poorest farmers, who often depend on only a few animals for food and income. (Source: MeatPoultry.com, 29 June 2012)

3. FMB vaccine receives conditional approval
GAITHERSBURG, Md.-The US Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) issued a conditional licence for GenVec, Inc.'s foot-and-mouth disease vaccine for use in cattle, the company announced. In GenVac's case, the special circumstance was was the need for an FMD vaccine that could be manufactured in the US and that allowed for the differentiation between infected and vaccinated animals. The vaccine will now be available in the event of an FMD emergency situation, GenVec said. GenVec also announced that Merial, the animal health division of Sanofi, has the rights to develop and commercialise GenVec's FMD vaccine for use in cattle. (MeatPoultry.com, 7June, 2012)

Master Plan for increased cattle and beef marketing from the Northern Communal Areas, Namibia




  
The Meat Board, after the abolishment of the Veterinary Cordon Fence Task Force, resolved to draft a Master Plan to guide role player activities in the Northern Communal Areas towards a joint goal of increasing cattle and beef marketing from the NCA. Agra Cooperative in consultation with role players conducted the study and presented the findings below.

Major Findings
  •  Total off-take of cattle was estimated to be 8,17% in 2000; today it is estimated to be around 9,5%. 
  • Government extension services have limited capacity to support livestock farmers to become commercially oriented cattle producers....
  • Although considerable progress has been made in improving livestock marketing infrastructure, considerable gaps still exist.
  •  The demand for production inputs like genetic material, feeds, licks and veterinary medicines increases while supply remains limited.
  •  Rangeland condition and productivity are generally very poor.
  •  Farmers' associations are poorly organised at local level in the NCA and are not much involved in supporting their members in improved production and marketing.
  •  Many households own only small numbers of cattle.
  •  Around 38% of cattle herds consist of cows, and the average calf-to-cow ratio for all regions is estimated to be around 44%. An average bull ratio in the whole herd is estimated at 4% for all regions, but bull ratio in the cow herd is much higher at an estimated 11%.
  • Meatco currently slaughters approximately 18000 head of cattle per annum at their two abattoirs, which have a potential full capacity of 40000.
  • More than 70% of cattle slaughtered at Meatco are C (old) grades, 60% are 0 and 1 fatness (lean) grades and nearly 70% are oxen.
  •  It is estimated that 18800 head of cattleenter the NCAs from the south and most of them are slaughtered for the local market. Additionally, the equivalent of 10000 animals enter the NCAs in the form of cuts and processed meat.
  • “Trekking” of cattle to the quarantine facilities (Caprivi) with subsequent loss in condition and weight is considered one of the biggest obstacles to farmers.
The Master Plan offers the following objectives and strategies:
1.     Farming inputs that are demand-driven and of high quality will –
·        provide effective livestock-oriented agricultural extension services
·        improve access of farmers to feeds, licks and veterinary medicines and services
·        improve access of farmers to superior breeding material, and
·        support farmers’ associations to become more functional and involved in marketing activities.

2.     Increased effectiveness and efficiency of cattle production will –
·        improve rangeland condition and productivity
·        improve herd efficiency, and
·        strengthen individual land tenure in the NCA.

3.     Enhanced marketing (locally and internationally) will –
·        increase the chilling capacity of Meatco(Oshakati and KatimaMulilo) abattoirs
·        improveuse and standards of other existing smaller abattoirs (e.g. Rundu, Oshakati)
·        upgrade Eenhana and Outapi abattoirs and support the processing of meat products at the Ongwediva Fresh Produce hub
·        assess Meatco's strategy of providing incentives for bigger carcasses
·        enlarge the marketing “window” of cattle
·        promote the supply of younger animals to abattoirs
·        promote big and small auctions.
·        improve marketing infrastructure
·        improve management of quarantine facilities (in Caprivi), and
·        continue developing the Commodity-based Trade (CBT) approach.

4.     Trans-boundary animal disease status in NCA’s enhanced and maintained will –
·        develop and implement animal disease management and eradication strategies for foot-and-mouth disease and contagious bovine pleura pneumonia, and
·        coordinate the implementation of the Master Plan through the National Consultative Livestock Marketing Forum.

5.     Monitoring, evaluation and adjustment will –
·        coordinate impact monitoring.

6.     Enhanced policy environment for increased marketing of cattle and beef will –
·        review current policies and legislation regarding cattle and beef marketing and production in the NCA.

This Master Plan will serve as a guideline for the implementation of interventions in the NCA livestock and meat sector. By doing so interventions will be focussed and will prevent duplication of activities. The Master Plan will be operated by the National Consultative Livestock Marketing Committee at regional level with involvement of all stakeholders.
