Quality of pig carcasses scrutinised
The Pig Producers Association, under leadership of the chairperson, Mr Flip de Villiers, held their member meeting on Thursday, May 23, 2013. Approximately 30 people attended the meeting with discussions which were mainly about the functioning of the Pork Market Share Promotion Scheme. In October 2012 the Meat Board has implemented this scheme which is based on quantitative limitations and functions with importers which may import 3kg meat for every 1kg meat which is purchased locally. In times of over-production, importers are obliged to only import 2kg meat for every 1kg meat purchased locally. The quota which importers are building up is only valid for two month. The Meat Board encourages pig producers to take part in this scheme which promotes a minimum price per kg in the pig industry (currently N$25/kg). This scheme was implemented with the aim to promote the local pig industry. A big challenge in the pig industry still is the lack of an abattoir in the Windhoek district as well as in Walvis Bay.
The day was concluded with three information talks from the Meat Board (Ms Maria Immanuel) about the functioning of the Pork Market Share Promotion Scheme, Mr Fanie du Plessis from Hartlief who informed producers about factors at the abattoir which influence the quality of carcasses from when a pig is taken in up to when it is sold to the consumer. Feedmaster, the main sponsor of the member meeting, got Dr Hannes Viljoen, a pig feed expert from South Africa to inform the meeting about guidelines which influence the carcass quality before slaughtering.
Namibia Customs and Business Forum
On 22 May 2013 the Ministry of Finance launched the Namibia Customs and Business Forum (NCBF).  Wallie Roux represented the NAU at the launch.

The NBCF is a dialogue forum of public and private sector representatives to improve customs efficiency and compliance by the trading community.  The Forum was established as a partnership in order for Customs to better understand the concerns of business and business to better understand the requirements of Customs.  The NCBF will also deliberate on new policies, regulations and measures to be introduced, assess its impact on the trading chain and recommend the most optimal solutions.
This initiative is part of the SADC regional customs harmonisation and modernisation programme.
SADC Council of Non-Governmental Organisations’ Conference on Regional Economic Integration:  20 - 22 May 2013
The SADC Council of Non-Governmental Organisations (CNGO) held a Conference on Regional Economic Integration at the Safari Hotel in Windhoek from 20 to 22 May 2013.  The Conference covered a wide range of topics that included a Perspective on the SADC CNGO, the Principles of the SADC regional integration agenda, the State of SADC regional economic integration, Regional integration as a key to south-south cooperation, Finance and investment in SADC, the role of the Informal Economy in regional integration and economic development and the State of infrastructure and regional economic integration in SADC.
Wallie Roux from the NAU delivered a paper on the impact of EPAs on the SADC regional economic integration and the involvement of civil society in the process.
Namibia signs agreement with Angola about animal health
The Ministry of Agriculture, Water and Forestry signed an agreement with the Ministry of Agriculture of Angola in order to promote the animal health status with regard to cross-border movement of animals and to prevent the spreading of illnesses.
The agreement concentrates on the eradication of mainly foot-and-mouth disease, lung sickness, development of animal health, human and technological resources, marketing of livestock and livestock products and food security. Reports for the OIE for the declaration of freedom from foot-and-mouth disease and lung sickness will also inter alia be prepared. The Minister of Agriculture from Angola, Mr Alfonso Pedro Cango mentioned that this agreement creates a platform for livestock farmers in those areas to raise their animals to improve their livelihood.
AEA Congress
The 26th annual congress of the Agricultural Employers Association (AEA) will be held on June 18 at 07:30 at the Arebbush Travel Lodge, Windhoek. The theme is “Learn from one another” and the congress will be addressed by various expert speakers. GENETIC MAPPING OF NAMIBIAN ANIMAL SPECIES HOLDS PROMISE

On Friday, on 24 May 2013, Agra Professional Services Division hosted an interactive breakfast session to discuss and investigate the potential of genetic mapping of Namibian animal species. The session was well attended by representatives from various sectors, ranging from the Agronomic Board of Namibia to Standard Bank. The event was held at the Agra Ring at the Windhoek Show grounds.

Under the theme; “The Value of genetic mapping of Namibian species,” the guest speaker, Dr Erold Naomab gave an thorough insight into the principles of genetics, gene mapping (using the Affymetrix GeneChip®), the value of mapping the genome of a species and the possibilities that arise from that, i.e. the theoretical possibilities of manipulating the genome of an animal to achieve higher production yields and, with that, economic advantages.

The value of gene mapping in the protection of our national (Namibian) heritage and Intellectual Property has been heavily underlined during Dr Naomab’s presentation and the ensuing discussion. Furthermore, through mapping – the genome of a species will know which gene would be responsible for which trait in a species; one could enhance the breeding selection process and make it more efficient. Dr Naomab also presented the genetic mapping of Namibian livestock species (e.g. using sheep or cattle species) which has been made possible through Affymetrix GeneChip® technology locally. In explaining these chips to the audience, he said; “every chip holds the entire genomic code of a species. The genomic code of Namibian sheep is so vast that it could, if written out, cover about 100 000 A4 pages with pure code. The chip is 1.7cm2 and can store more than 5 GB, or 3 million pieces of biochemical test information about a species.”

Agra’s Professional Services Division, as part of their research efforts in the Swakara industry, has looked into the opportunities that GeneChip® technology offers. The GM of Agra Professional Services Division, Mrs Dagmar Honsbein, had to say this: “the genetic mapping of Swakara, indigenous (optimally to be endemic) to Namibia would be the first step in a process to register the species as uniquely Namibian. We need to prove however, that Swakara has genetically evolved extensively over more than 100 years; away from the original species Karakul making it a de facto different sheep species altogether.” She continued by saying, “this will allow us to protect them from being claimed by other countries as their own, as has happened with the Boran cattle breed and Acacia plant species that have been officially declared indigenous to Australia. Also, by claiming commercially/economically valuable species as uniquely Namibian one creates a possible niche product (‘Proudly Namibian’) with a higher trading value and thus income for the producers.”

The Department of Chemistry and Biochemistry at the University of Namibia has the capacity to genetically map species, with the aim to understand the genetic sequences of the species that have adapted to the Namibian environment and to explore which gene is responsible for the expression of which trait. The next step in the research being conducted at UNAM is to identify those genes that express traits that are of economic advantage and to possibly find a way to enhance or select for these traits. In theory it should be possible, through genetic engineering, to splice out a gene that diminishes the production potential of a species or to enhance the expression of or even insert a gene that is of productive advantage. To date, genetic modification is not allowed under Namibia jurisdiction; therefore no further discussions to this end took place.

Dr. Naomab was accompanied by his colleague, Dr Gladys Kahaka, who will be taking over as Head of Department (HOD) of Biochemistry and Chemistry from Dr Naomab at the University of Namibia, Windhoek. Dr Naomab is now in charge of setting up the UNAM Southern Campus.

This Interactive Breakfast session served the purpose of informing representatives and stakeholders about the principles of genetics and gene mapping and the value it holds with regard to mapping the genome of commercially/economically valuable species, with the aim of registering these valuable species (nationally and internationally) as uniquely Namibian.

The Agra Professional Services Division offers Interactive Breakfast Sessions every 2-3 months to facilitate networking and brainstorming on current affairs and among individuals from various sectors in the government and private industry on topics regarding the agricultural industry in the broadest sense. These Interactive Breakfast Sessions are open for invited guests only, but members of the public are welcome to declare their interest to participate at such events.

Agriculture in Africa has to reform urgently
Agriculture in Africa must reform urgently to develop its potential to not only secure food security in Africa but also provide in the growing needs of food globally. This was the key message of the Policy Conference of SACAU in Dar-Es-Salaam on May 13 & 14, 2013.
The SACAU Annual General Meeting which was held in Dar-Es-Salaam on May 15 was preceded by a Policy Conference which was mainly about the agricultural potential in Africa and the financing of the agricultural sector. SACAU represents 17 agricultural unions from 12 countries in Southern Africa and this year the AGM and Policy Conference was attended by Mr Hellmut Förtsch, the vice chairperson of the NAU Executive Council and Sakkie Coetzee, the Executive Manager.
The President of Tanzania, Dr Kikwete, the Minister of Agriculture of Tanzania, Mr Chiza as well as the Minister of Agriculture of Nigeria, Dr Adesina were inter alia guest speakers at the Policy Conference. The key message from all was that Africa has the potential and resources in terms of available land and water to provide food globally. However, a prerequisite to develop this potential is that agriculture in Africa must be drastically reformed and that available technology and a commercial approach must be followed. The Minister of Agriculture of Nigeria is already busy taking drastic steps in his country by exfoliating the involvement of Government in agricutlure to only policy aspects whilst businesses in the private sector have shot up like mushrooms.
The President of Tanzania, Dr Kikwete as well as the Minister of Agriculture of Tanzania also emphasized the importance of commercialising agriculture in Africa. The involvement of the private sector has been set as a prerequisite and the creation of Public Private Partnerships as a vehicle to develop the potential was also emphasized. In Tanzania alone is 29 million ha arable land available of which nearly 3 million ha is high potential irrigation land which currently is undeveloped. The involvement of women in agriculture in Africa plays an important role and strategies will have to be taken into consideration especially with regard to financing models.
The Policy Conference looked at various forms of financing in the agricultural sector in order to develop this potential in Africa and SACAU currently is busy with studies to develop certain models for financing. The biggest single problem still in Africa is the lack of tenure and thus security for taking loans at Banks.
Dr Theo de Jager, the vice president of AgriSA was voted as new president of SACAU and will act in this position for the next 3 years.
Kalahari trembles under Young Farmer farmers’ day
Farming in the Kalahari was the focus this year of the NAU / Mutual & Federal Young Farmer farmers’ day which was held at Farm Nabome, south of Aranos of Hannes and Jomarie Visagie on May 15 & 16. More than 300 interested people attended this farmers day which was held over 2 days and which is an annual institution for the past 10 years and again the presentations of experts were of outstanding quality. The president of the NAU, Mr Derek Wright was inter alia one of the guest speakers.
Mr Ernst Janovsky, a well known agricultural economist from South Africa again emphasized the importance of agriculture in Africa. According to him agriculture could be the vehicle for economic growth in Africa and it is necessary that this potential must be developed. Africa is the biggest continent with the biggest potential with regard to agricultural resources and water (see also SACAU report above). According to him the agricultural sector in Namibia can grow 10% annually subject to adaption of certain policy aspects.
The well known Dr Jasper Coetzee, a nutrionist from South Africa, was very practical with his submission regarding animal nutrition, lick supplements and other nutrition aspects and gave practical tips to farmers how to determine deficiencies on a farm with regard to nutrition and grazing. Dr Coetzee who already attended 19 such farmers’ days in South Africa, has mentioned that this farmers day in the Kalahari was one of his highlights.
The motivational speaker, well known Mr Hein Wagner, a blind person had the audience at his feet with his wittisicm. His message was mainly to appreciate what you have and can do and to handle trust and respect and to rather give than to take. These are the basic things in life on which happiness is built. To proof that blindness cannot serve as an excuse, Hannes arranged that Hein shot a Springbuck under the capable leadership of Hoekus van Niekerk!
Farming in the Kalahari and the challenges there are not for weaklings and Hannes and Jomarie have shown the people how it is done in the Kalahari. He also paid tribute to the elder farmers and the generations which tamed the Kalahari so that young farmers can farm there successfully today.
The arrangements of the farmers’ day were of high quality and guests who slept there could even enjoy warm showers like an exclusive camping experience.

Grootfontein/Tsumeb/Otavi (GTO) RAU is hosting a fire fighting day on June 15 at 07:30 at the Dornhügel Guest Farm, 40km on the Rundu Berg Aukas road. Matters such as legal accountability, fire belts and preventative fires and measures how to prevent fires will be discussed and at 13:00 a sightseeing of the burned parts on Dornhügel will be visited. All FA chairpersons as well as farm managers are welcome to attend as fire guidelines will be drafted during the meeting. Costs are N$80 per person and only persons who registered can take part.
