Changes at import and export at Custom posts                    
It is important to note for exporters that from 1st April 2012 the border posts at Vioolsdrift and Nakop will be going live with the introduction of electronic processing of Customs declarations and which are coupled with automated risk assessments.  These changes are aimed at facilitating trade by speeding up the movement of trucks through the border posts, replacing stamps and paper with electronic processing.  This means that:
·         All documentation must be submitted electronically to SARS (South African Revenue Services).
·         No commercial cargo will be allowed entry into the port without pre-clearance.
·         The owner/importer (local or foreign) of the goods who physically imports goods from a BLNS country to South Africa must be registered as an importer with SARS Custom.
·         The owner/Exporter (local or foreign) of the goods who physically exports goods from South Africa to a BLNS country must be registered as an exporter with SARS Custom.
·         From 23 March 2012, a team of registration specialists will be at both Vioolsdrift and Nakop border posts assisting with these new registrations.

Mariental RAU held motivation day
The motivation day which was held at Lapa Lange near Mariental by die Mariental RAU, again had the farmers thinking. The two main speakers were Mr Ernst Janovsky, a well known economist of ABSA Bank, South Africa and Mr Hein Wagner, a well known motivational speaker who was born blind.
MrJanovsky pointed out that there is a shift in markets globally and that the traditional markets of Europe to which inter alia Namibia exports, only shows a 1% growth per annum in comparison with the 6% growth in the Asian markets. These market shifts cause that adjustments will have to be made. Even though farming is still in a cost pincer position, he is rather optimistic about the future of agriculture. However, serious attention will have to be given to the increase of productivity and agriculture should grow with at least 3% per annum which will be possible with the use of the latest technology.
MrJanovsky expects that the current decreasing tendency of cattle and sheep prices will continue into the fourth quarter of 2012 where after it should increase.
Mr Wagner who acted as motivational speaker treated the audience about his nasty experiences due to his blindness. After he had pangs about his blindness, he however took a will-decision to adapt thereto and that it should not stand in his way of success. His words were “that it is better to be blind but to have a vision than to be able to see but not to have a vision”. He challenged the audience to give their excuse why they are not successful. Each day he is grateful that he still has four other senses which he can use and together with this he puts himself targets and ensures that he lives healthy.
Agronomic Producers Association to hold member meeting and Master Agronomist Day
The Agronomic Producers Association (APA) will hold their member meeting and Master Agronomist Day on April 19 at 08:30 at the Farmers Association hall, Summerdown. The Master Agronomist Day starts at 12:00 and from 16:00 – 18:00 a field visit will be done. Adios Acacia: Africa loses battle over generic name Acacia to Australia

Vienna decision in favor of Australia


Africa lost the Acacia battle even though the first Acacia  (Acacia Nilotica) was named in Africa before Australia was even "discovered"....!!!!!

The dispute over the generic name Acacia started in July 2005 at the International Botanic Congress (IBC) that was held in Vienna, Austria. The battle between Africa and Australia ensued  when genetic analysis revealed that African and Australian Acacias do not belong in the same genus.

Flat top Acacia thorn trees (like Acacia tortilis) that scatter the savanna plains of Africa is as  iconic as the unique wildlife of the mother (birth place of mankind) continent. Namibia alone has 26 Acacia species.

Why can the issue not be solved with a post fix eg. Acacia-africana vs Acacia-australis...? This is just the author's view...Can we get inputs from Botanist...?

First meat production school big success
The first meat production school which was hosted this week in Windhoek by the Namibia Stud Breeders Association with the assistance of numerous sponsors was generally seen as a big success by the attendants. The school was officially opened by the Minister of Agriculture, Water & Forestry, Mr John Mutorwa on Tuesday evening. In his opening speech MrMutorwa again emphasized the importance of meat production in Namibia as the backbone of the agricultural sector. He also announced certain strategic cabinet decisions which were taken late last year and which will influence the future of the meat industry.

The lectures at the meat production school covered a wide spectrum which inter alia included the problem of bush encroachment which influences meat production negatively to the influence of genetic material on the farmer’s financial situation. Speakers inter alia included Prof FrikkieNeser who looked at the impact of the stud industry to optimize meat production, the influence of market requirements by DrHennie Dreyer, the economy of the different finishing off practices by Walter Roodt and the influence of performance testing of genetic progress by Dr Michael Bradfield.

Practical sessions were also held during which slaughtering oxen and slaughtering lambs on the hoof and on the hook were judged and a demonstration of ultrasonic scanning was done by MrPetrus Maritz. Mr Maritz is the only person in Southern Africa who is accredited to do such a test.

New Forestry Council inaugurated
The Minister of Agriculture, Water and Forestry, Mr John Mutorwa this week inaugurated the new Forestry Council in terms of the Forestry Act. The chairperson of the Council is Mr Willem Groenewald who was nominated by the NAU onto the Council.

The aim of the Council is to inter alia enable Government to manage the available resources sustainable, to advise Government how to manage the illegal cutting of trees, to look at the Flora and Fauna of the country and much more.

No movement permits without Namlits-registration
As from April 1, 2012 the Department of Veterinary Services will not allocate any movement permits to producers who have not registered their animals on the NamLITS database. Producers will also not get more permits than the amount of animals which they have registered on the NamLITS database. Even though this is already an existing regulation, Dr Baby Kaurivi of Veterinary Services said that it will be strictly applied as from April 1, 2012.

Producers are reminded to verify their records on the NamLITS database after registration to ensure that their information appears correctly on the system. Producers can verify whether the information on NamLITS is correct by –

1.    Sign in on the NamLITS website www.namlits.com and check whether the information about your animals and other relevant information is correct
2.    Phone ZandrieNortje at the NamLITS Office (061 275851) or visit the NamLITS Office at the Meat Board in Windhoek. You can also send any enquiries to enquiries@nammic.com.na.

If producers have ensured that they have followed the registration process correctly and still experience problems, they are requested to make a note of this and sent a duplicate thereof to their nearest Meatco office and NamLITS.
Request by Polytechnic of Namibia
The Polytechnic of Namibia prides itself with career orientated training programmes and training in Advanced Agribusiness Management is no different. The course is about applying standard agribusiness management tools to analytical decision making in an agricultural setting. Students should be able to analyze the performance of agribusiness enterprises and also prepare whole-firm budgets.
Till last year these students visited emerging commercial farmers to obtain practical financial figures in order to draft the relevant financial statements.  In the process the students interview a farmer, do their own value estimations for the balance sheets, draft an income and expenditure statement, as well as a cash-flow statement.   This year they endeavour to visit commercial farmers as part of this exercise.
The idea is to escape from the theoretical calculations in prescribed books and class notes in order to get an on-farm experience.  The drafted statements are presented as projects and the idea is to share this with the participating farmers.
The lecturer, Richard T. Kamukuenjandje, is requesting therefore commercial farmers who are interested and/or willing to assist in this exercise, to contact him.  Assistance in this regard would be highly appreciated. Agri Extension Services Annual Evaluation and Planning meeting: 6-9 March 2012

The Directorate of Extension and Engineering Services (DEES) within the Ministry of Agriculture, Water and Forestry  (MAWF) in Erongo region held their annual evaluation and planning meeting at the Omaruru Guesthouse from 6 to 9 March 2012. Staff members reported on the implementation of activities for the 2011/2012 activity year. New work-plans were developed for the 2012/13 activity year. The final  2012/13 Work-plan and Budget for  Erongo region will be available by the end of March 2012.

Daures CDC Meeting: 15 March 2012

Daures Constituency Councilor, Honorable E. Katjiku organised a Constituency Development Committee Meeting for the 15th of March 2012. All representative heads of Departments of line ministries in the Daures Constituency were invited as well as traditional authorities.

Issues of agricultural importance that were discussed included the proposed tomato and olive projects in the Okombahe area as well as the drilling and rehabilitation of boreholes under the Special German Initiative Program in Erongo region.

Dairy industry visits Deputy Minister of Finance
The chairman of the Dairy Producers Association, Mr KokkieAdriaanse together with Mr Jürgen Hoffmann as advisor this week visited the Deputy Minister of Finance, Mr CalleSchlettwein to get support for the struggling milk industry. In order to support them, the president of the NAU, Mr Ryno van der Merwe also went along.
The visit is part of the Dairy Producers Association’s attempts to save the industry. The industry currently suffers from high costs and imports of dairy products which are produced on a non-competitive manner. These productions are done with the assistance of subsidies overseas and in South Africa where the use of hormones have a substantial influence on production. This causes the industry in Namibia to struggle to compete with the import of these products.
Even though the Deputy Minister is sympathetic towards the industry, there a various protocols to be adhered to within the international trade and especially the Southern African Customs Union (SACU). Mr Schlettwein requested that the Dairy Producers Association make more concrete proposals for the interim period in support of the industry where after long term solutions will have to be found.  
Further support for the NAU initiative about economic growth
In a follow up to his visit last week to the Minister of Agriculture, Water and Forestry, the president of the NAU, Mr Ryno van der Merwe this week visited the Deputy Minister of Finance to get further support for the NAU’s initiative about Economic Growth and Employment Creation in the agricultural sector.
Mr Schlettwein emphasized that this initiative is in line with Government’s policy with regard to economic growth and employment creation. He gave his full support to this initiative and nominated the Deputy Permanent Secretary, Mr Nashandi to serve on the working committee which must investigate and implement this initiative.
Veterinary cordon fence still worries farmers
The condition of the veterinary cordon fence (red line) is still a source of concern for the Livestock Producers Organisation which met in Windhoek this week. The origin of the presence of a buffalo in the Otjituuo vicinity which lead to the closure of communal areas and neighbouring farms is still not known. It is presumed that the buffalo comes from the Waterberg Plateau park, but the possibility that it comes from north of the red line is not excluded.
In support of the Directorate of Veterinary Services to determine whether the fences are in a condition to keep buffalo out, the LPO decided that a similar inspection will be done like the one which was done in September 2011 to inspect both the red line and the western and northern borders of the Waterberg Plateau park. These inspections will be done in cooperation with a task team which was already established in Grootfontein as well as with staff of the Directorate of Veterinary Services.
The LPO also requested that an investigation must be done to support the Veterinary Services with the maintenance of especially the veterinary cordon fence as well as the fences of the Mahangu Game Reserve and the buffalo camp near Tsumkwe.
VAT repayments hurt cash flow of farmers
The delay of re-payments of VAT claims sometimes has a great influence on the cash flow of farmers. The Executive Council of the NAU this week decided during its first meeting that a committee consisting of representatives of the NAU, NAPHA (Namibia Professional Hunting Association), Meatco and all abattoirs should talk to the NCCI where after the Permanent Secretary of the Ministry of Finance should be visited to see whether certain problems with regard to payments and re-payments of VAT can be addressed.
SWAKARA SNOK courses
SWAKARA offers 4 courses during 2012. The first one will be held at the FA hall at Witbooisvlei, Mariental and will be as follows: 27 March from 08:00 – 16:00: lamb description, photo judging and breeding and ram selection, electric shearing demonstration; at the same time the following course will be offered for the workers: stunner, slaughtering and splinting of pelts and electric shearing demonstration. On the 28th and 29th various other topics will be discussed and the 29th is an open day where everybody can take part. Courses on the 27th& 28th are only for current pelt producers. Charcoal producers will hold information / trainings day
Charcoal producers will hold a charcoal information / trainings day on March 24 at 08:00 at the Grootfontein Rugby Club. All charcoal producers who will attend are requested to bring along their charcoal foremen.
