National Land Reform Forum officially established
A proposal of the technical committee on land reform a few years ago realised on June 26, 2012 when the Minister of Lands and Resettlement, Mr Alpheus !Naruseb officially established the National Land Reform Forum. During his speech Minister !Naruseb encouraged members of the Forum to contribute towards a workable and sustainable land reform process in Namibia. According to him Namibia is ahead of many African countries with regard to land reform but a lot can be done to speed up the process and to use the land which has been re-distributed, productively.
The National Land Reform Forum consists of representatives from various Ministries, the different agricultural unions, statutory boards, the private sector, the academics, non-governmental organisations and development partners such as the EU, UNDP and the GIZ. The aims of this National Forum are to create a platform for all interested parties to debate all the different challenges around land reform. Even though the Forum is a non-statutory body, the Minister said that the Ministry has to take note of the expectations and views about land reform of especially the non-government organisations. If consensus can be reached about certain matters, it can be presented to the statutory Land Reform Advisory Commission (LRAC) for consideration and advice to the Minister. 
According to the Director of Land Reform of the Ministry of Lands, Mr Knox Imbuwa, the Forum should also remove certain uncertainties, create specific aims which are acceptable for all role players and also address practical matters. These practical matters can include factors which influence farm prices, proper evaluation of existing infrastructure on farms which are offered for land reform purposes as well as mechanisms for the determination of compensation in cases of expropriation.
The Forum decided to hold its first formal meeting in August 2012 during which a chairperson and vice chairperson will be elected.
Meatco ownership
At a press conference on June 28, 2012 the Minister of Agriculture, Water and Forestry, Mr John Mutorwa announced the final decisions which Cabinet had taken at the beginning of June this year with regard to the Meatco ownership. Meatco’s future ownership will be vested in a body such as a cooperative with a 70% shareholding of the meat producers and a 30% share for Government. The cooperative will pay bonuses to its members according to the amount of animals delivered in order to increase throughput. Cabinet also decided to establish a private company, Namibia Meat Company Limited, in order to add value to meat and meat products. The Minister of Agriculture in cooperation with all role players will have to look at new legislation soon to bring about the cooperative and the private company and to submit it for finalisation to Parliament.
Election Commission is doing a survey
The Election Commission announced that they are doing a countrywide survey from May 21 to July 7, 2012 in all regions of Namibia. The aim of the survey is to determine whether the public understands the election and democratic process and how effective the Election Commission is with their programs and projects. The survey will be done by 4th year students of the Polytechnic as well as staff of the Election Commission and they will wear Election Commission T-shirts and caps and they also have identification documents. The Namibia Hunting Gun Shooting Association in cooperation with the Grunau FA is hosting a hunting gun shooting competition on June 30 as from 07:00 at the FA hall, Grunau. Entrance fee is N$200 per person which includes coffee, lunch and a hat. The costs for the evening’s prize giving, dance and spitbraai is N$50 per person and children under the age of 12 years are free of charge. Witvlei FA is holding a big loose goods auction on Wednesday, July 18 at 10:00 at the farmer house at Witvlei. Goods which are so far offered to be auctioned vary between lorries to cutlery. Refreshments and lunch will be offered for sale. The Scientific Society of Namibia will hold a lecture about “Digging Deeper: from modern exploration to sustainable groundwater management in Northern Namibia”. This follows after airborne geophysical measurements indicated the existence of a deep seated fresh water aquifer underneath the currently used groundwater bodies in northern Namibia. The lecture is presented by Mr Martin Quinger, project manager of DWA/BGR (Bundesanstalt für Geowissenschaften und Rohstoffe) on July 18 at 19:00 at the Namibia Scientific Society, 110 Robert Mugabe Ave, Windhoek. Grootfontein Agri College is hosting a lecture under the theme „The secrets of a master detective“. This lecture will be held  by former brigadier Piet Byleveld who was a member of the SA Police force for 38 years. Mr Byleveld is seen as one of the best detectives of our time and also got a special reward as one of the world’s three best detectives. Erongo Extension Supply Wheat Seeds to the Wheat Growers in the region


The Extension Office in Omaruru sourced one ton of wheat seed for the wheat growers of Okombahe and Otjimbingwe. The seed was officially handed over to the Honorable Governor for Erongo region, Cloephas Mutjavikua in Usakos on Thursday 28 June 2012. Agriculture Extension is also assisting the wheat growers with ploughing and manure. Mr. Tsamaseb, Senior Agriculture Extension Technician from Otjimbingwe is seen in the picture with Honorable Mutjavikua.

The official launch of the Valencia Uranium Usakos Community Vegetable Garden took place in Usakos on 28 June 2012. The garden was officially  opened by Honorable Governor for Erongo region, Cloephas Mutjavikua on behalf of the Minister of Agriculture,Water and Forestry.
Mr. Marcel Hilmer, the CEO of Valencia Uranium emphasized Valencia Uranium's social responsibility towards community development and therefore their involvement with the funding  of this community  garden.

Walvis Bay Group request assistance with Poultry Project

A community group of six women and four men from Walvis Bay requested assistance from the Ministry of Agriculture, Water and Forestry with the establishment of a poultry project in Ohangwena region, Ohangwena Constituency, Okakwa village.
Mr. Burger and Ms. Kapopo from the Extension Office in Omaruru met the group at the State Veterinarian office in Walvis Bay. Dr. Homateni from the Vet office assisted with animal health recommendations.

Project members were also informed about the available channels, the Ministry is using to avail chicken to farmers in the Hardap and Karas regions as well as in the northern Communal areas. They were also informed about the pros and cons of forming a cooperative.
Findings

  • The project has acquired land in Okakwa village, Ohangwena constituency in Ohangwena region.
  •   Project members have no agricultural background.
  •  Most of the members are based in Walvis Bay. Only one is in Ohangwena region. Others are in Walvis Bay and are working as casual labourers. They have indicated their willingness to relocate to Ohangwena region once the project is initiated.
  •  The project would like to venture into egg production to supply the local markets.
  •  So far, the project has solicited about N$ 1500 from fundraising events and monthly contribution   N$ 10 per month for each member started January 2012.
  •  There is no project proposal /business plan in place to give the Ministry a clear picture of their business ideas.

  Recommedations
  •  Such noble ideas need to be supported in order to alleviate poverty and reduce high unemployment rate in our country. Therefore,  
  •  The Ministry of Agriculture, DEES, Omaruru will coordinate with project members to write up a project proposal for possible funding. e.g Tiipeg
  • DEES Omaruru, to consult , DEES Ohangwena   about the intended project in their region
  • Project members to be taken on exposure trips  to other viable poultry project   in the region or elsewhere. External financial assistance to be sourced. 
  • Training of project members  on poultry& project  management

Erongo Extension Services 1st Quarterly Reporting Meeting in Uis

           


The Directorate of Extension and Engineering Services in Erongo held its first quarterly reporting meeting for 2012 in Uis at the Brandberg Restcamp from 26-27 June 2012.
Extension staff from all 7 Agriculture Development Centers  reported on the implementation of activities from April to June 2012. The First Quarterly Report for the region will be available by 7 July 2012.


Mr. Mate, the Deputy Director for livestock research at the Directorate of Research and Training in Windhoek used the opportunity to visit Uis and inform the extension staff  about the "Bull Scheme" for 2012/13. More about the Bull Scheme in a separate post.

MEATCO TO BECOME A CO-OPERATIVE



Commercial and communal farmers will soon have 70% share of ownership in the soon to be established cooperative, while Government will take the remaining 30%. 
This was the announcement made by the Minister of Agriculture, Water and Forestry, John Mutorwa at a press conference held to announce the final Cabinet Decision regarding the new ownership, operational structure and legal framework of MeatCo.
According to Mutorwa, this resolution was endorsed through Cabinet Decision 9th/05.06.12/002, which calls for the following:
1.        That Cabinet approve that ownership of MeatCo be shared at 70% for commercial and communal farmers, with Government getting the remaining 30%
2.       The new MeatCo cooperative structure comprise of delegates from the Regional structure
3.       Ownership to be made up of commercial and communal farmers who sell livestock under the support of cooperatives
4.       That benefits of the farmers be derived from sales of their livestock with bonuses, especially for those who sell more to the cooperatives
5.       That Bonuses and dividends be paid to members through cooperatives
6.       That Namibia Meat Company Limited ensures the diversification of meat and meat products
7.       That a strategy for domestic, regional and other international markets is clearly defined
8.       That MAWF and other stakeholders finalise the company bill for the cooperative and the Namibia Meat company Limited bill for onward processing
9.       That MAWF ensures all commercial and communal farmers in all 13 regions are members of the cooperative
10.   That Government veto voting right regarding major decisions taken by the Trading Company be vested in the Minister of Agriculture, Water and Forestry.
Going forward, the Minister said that the urgent task at hand now is for the ministry and stakeholders to finalise the Namibia Meat Company Bill for the Cooperative and the Namibia Meat Company Limited Bill as per Cabinet Decision.  He added that until and unless the above task is finalised, the MeatCo Act of 2001 and the State Owned Enterprises Government Act, 2006 and any other relevant and applicable laws will remain legal instruments for the governing of MeatCo.
The press conference was attended by MeatCo, Meatboard and other stakeholders in the Agriculture sector.

AEA held congress
The Agricultural Employers’ Association (AEA) held their 25th Congress on June 19, 2012 at the Arebbush Lodge, Windhoek. During the Congress a new management for the AEA was elected and they are Mr Hellmut Förtsch as chairperson, Mr Derek Wright as vice-chairperson, Mrs Christine Stoman for the North, Mr Riaan Laubscher for Central and Mr Jan Wasserfall for the South.
The Congress was held under the theme “Ethics for Progress”.
Dr Libertina Amathila, previous Deputy Prime Minister and currently a farmer in the Nina vicinity, was the opening speaker. Her message, which generally came forward from the other speakers as well, is that mutual respect amongst employers and employees forms the basic for ethical behaviour and good working relationships on farms. The other speakers which included Adv Pieter de Beer (who spoke in the place of Mr Quinton Steel Botes) as well as the president of the NAU, Mr Ryno van der Merwe generally emphasized that ethical behaviour is required from both the employers as well as the employees.
From the employers it is expected to create an environment in which the employees can execute their duties effectively. This includes proper housing, reasonable wages as well as sufficient ration, especially meat and milk if available on the farms. Respect for employees, a model behaviour by employers, training and encouragement for good work by employees could contribute towards increased productivity.
On the other side it is expected from employees to also show respect for their employers, do their work properly, be timeously at the work place and to be honest in all respects. If employers and employees follow these basic ethic codes, it could lead to improved relationships on farms.
Foot-and-mouth disease outbreak in Mpumalanga
According to a report of the World Organisation of Animal Health four cases of foot-and-mouth disease were reported in Mpumalanga, South Africa. These outbreaks were within the protection zone of South Africa’s FMD control zone which means a zone in which the cattle is vaccinated against FMD. The main cause of the outbreak is the contact of cattle with wild animals.
Meat Board studies
Feedback about the two studies by the Meat Board with the financial assistance of the Finnish Embassy, will be given on June 29 from 08:00 – 13:00 at the Arebbush Lodge, Windhoek. The two studies were “NCA Master Plan” and “Market Diversification Study”. Mr Bertus Kruger will give feedback on the NCA Master Plan and Prof H van Schalkwyk about the Marketing Diversification Study. Please RSVP before June 22 with Magda, Tel 061 275833. Strategic Plan Evaluation: Extension Service Erongo region

Extension staff from the Ministry of Agriculture, Water and Forestry (MAWF) in Erongo region reviewed the implementation progress of the 2008/9 to 2012/13 MAWF Strategic Plan in the Erongo region. Staff members  from the 7 Agriculture Development Centers in the region met in Omaruru at the Kashana lodge from 13 to 14 June 2012 to measure the implementation progress of activities from their work-plans for this period (2008/9 to 2012/13). The evaluation report will be available by the end of June 2012.

AGRA AND NAMIBIA GAME BREEDERS AUCTION SOLD N$5, 6 MILLION WORTH OF GAME

About 433 heads of game were sold at the Agra and Namibia Game Breeders catalogue auction on Friday, 15 June, achieving a total turnover of N$5,577 million. The Agra/Bank Windhoek conference hall at the Windhoek Show grounds was packed with spectators of which 58  were registered prospective buyers who were bidding to lay hands on some of Namibia’s finest and rarest game offered by Namibia Super Game Dealers.


Common game as well as exotic game species such as Tsessebe, Sable Antelope, Roan Antelope, Kafue Lechwes and Nyalas were sold. Golden Oryx, Red Oryx and Golden Wildebeest have also been offered but did not achieve the reserve price.


Some of the highlights were:
A Sable Antelope breeding group from Waldeck Game Ranch sold for N$230 000 each for 2 females and 1 male and was bought by Hartebeestloop. Waldheim Exotic Game Breeders sold a Sable cow for N$320 000 to Mr. RRP Adams. Foertsch Partnership sold two Golden Oryx cows and one bull for N$450 000 each to Otjiterazu Guest and Hunting Farm.  A White rhino cow and bull of Gocheganas were sold for N$250 000 each to Hunky Dory investments.

Before the auction, farmers were presented with valuable practical information on game farming, by Dr. Louis Greeff, who shared many aspects of game farming from years of experience as a game veterinarian and Dr. Johan Kriek who focused on intensive and extensive game farming.

A further move in the livestock and meat industry vision
Role players in the value chain of livestock and the meat industry this week again met under the chairmanship of the Meat Board to conclude the joint vision of this industry. In 2011 the producers already presented a document to the Meat Board with the title “ Namibia Livestock Sector Strategy” which served as the producer’s input for this joint vision.
The joint vision was discussed under the following headings:
·           Production improvement
·           Consolidation of the industry
·           Marketing and trade
·           Value addition and
·           Animal health
Especially the heading “animal health” started a lively debate as the total livestock and meat industry is dependant on the animal health status of Namibia. Further aspects which were discussed, are the increase in production where the bush encroachment problem in the country is a big threat for the industry. Also important is the local, regional and national marketing of Namibian meat products as Namibia is primarily an export country of these products.
The aim of this joint vision is to get common accord amongst all role players for the future of this industry. As soon as Government accepts this vision as a policy, it will be proceeded with the drafting of a comprehensive strategy and implementation plan to execute the aims of the joint vision for the livestock and meat industry.

Joint Crime Prevention Forum (JCPF) met with Police
The management of the JCPF under chairmanship of Mr Frikkie Engels this week visited the Police Head Office in Windhoek to discuss the activities of this organisation and its affiliations throughout Namibia. Lt Genl Hifinkda, the second in charge of the Namibian Police was represented by Commissioner Nakanyaki and Insp Sakkie Burger.
Police Comm Nakanyaki gave his full support for the activities of the various Crime Prevention Forums in the country on behalf of the police. Good cooperation between the police on local-, regional- and national level was again emphasized as a requirement to fight crime, including stock theft. Comm Nakanyaki again undertook to encourage the various regional station commanders of the local Police Station  through the structures of the Police to cooperate with the various Crime Prevention Forums.
The burning issue of animals in road reserves which recently led to inter alia the death of Mr Karl Heinz Friedrich in the North, was also again brought under the attention of the Police. The Police undertook to discuss this question on high level and give feedback to the JCPF.
The administrative procedures of the appointment of reservists were also discussed and an appeal was made towards the Police to make provision in the personnel administration to speed up this process. 

Agricultural Employers Association (AEA) Congress
The AEA Congress will be held on Tuesday, June 19, 2012 at 08:00 at the Arebbush Travel Lodge in Windhoek. The theme is “Ethics for progress” and guest speakers are Dr Libertine Amathila, Quinton Steel-Botes and Mr Helmut Stehn. SWAKARA SNOK courses
The next SWAKARA SNOK course will be held from June 12 – 14, 2012 at the Gellap East Research Farm, Keetmanshoop: 12 June: lamb description, photo judging and breeding and ram selection, electrical shearing demonstration, Herd Master norms / policy and for the workers: stunner, finnishing off lambs, slaughtering and splinting of pelts and an electric shearing demonstration. On June 13: rangeland management, strategic feeding, animal health and a practical rangeland session in the field. On June 14: estates and testaments, pelts analytical register and theory of pelts sorting, pelts sorting. The courses are from 08:00 – 16:00 and are only for current pelts producers.
