Producers from South support producers north of the
red line
The GDP contribution of the agricultural sector has
decreased from 9% in 1990 to 4,5% currently. The livestock sector as the
biggest sector in agriculture contributes 7% hereto. Of this contribution of
the livestock sector 800 000 cattle south of the red line contribute 70% and
the nearly 1,6 million cattle in the northern communal areas only contribute
6%.
For the producers south of the veterinary cordon fence
(red line) it is necessary that the livestock’s contribution, and especially
the cattle north of the red line, towards the national agricultural economy
must be increased and that the producers north of the red line must become part
of the mainstream of the agricultural economy.
Against this background producers south of the red
line took a decision in 2006 to make a voluntary contribution to increase the
health status north of the red line in order to realise the aims of a common
red meat sector. The voluntary contribution was in form of a statutory levy
which was handled by the Meat Board from 1 July 2007 until 30 May 2012. The
levy was N$15,45 for each large stock unit which was marketed and N$3,29 for
each small stock unit.
During the 5 years while the levy was applicable, an
amount of N$40 974 269,00 was collected. A further decision was that the Meat
Board will implement a Mentorship Program with the following aims:
·
develop market access for producers north of the red line
·
increase the production and throughput to EU approved abattoirs for
international marketing
In order to implement the program, Mr Gizaw Negussie
was appointed by the Meat Board. According to feedback from Mr Negussie, the
program operates in 42 rural Constituencies in 7 regions north of the red line.
14 experienced mentors were appointed for this project. The project mainly
concentrates on breed quality improvements, improved animal health, animal
husbandry practices, improved grazing management systems, supplement feeding of
cattle and marketing (offtake).
About 900 producers north of the red line make use of
this mentorship program.
The program had big successes with most of the aims
even thought the marketing of animals does not meet the expectations. Although
there is a slight increase in marketing, traditional values of cattle in the
welfare of a household still plays a big role. Animals are marketed for
specific purposes such as weddings, funerals, etc and the western view of
marketing is still a notion which must be vested.
