EPA consultations: 24 and 25 April 2013
The
Ministry of Trade and Industry (MTI) convened national consultations on the
Economic Partnership Agreement (EPA) negotiations against the background of the
European Parliament’s endorsement of 01 October 2014 as the end date for the
negotiations. The consultations took
place at the Nampower Convention Centre in Windhoek on 24 and 25 April
2013. The purpose was to consult with
the general public for guidelines as to whether Namibia should sign the EPA or
not. Wallie Roux attended the
consultations on behalf of the Namibia Agricultural Union (NAU).
Day 1 was
opened by the Minister of Trade and Industry, Mr Calle Schlettwein, followed by
two sessions providing some background to the negotiations. The first sessions focussed on the current
trading environment with the European Union (EU). In this regard presentations were made on the
Cotonou Agreement and the Generalised System of Preferences (GSP) in relation
to the World Trade Organisation (WTO), as well as the status of the interim EPA
and the current market access arrangements.
The next
session focussed on the negotiations towards a full EPA and a potential future
trade regime with the EU. The
presentations included an overview of the negotiations and the unresolved
negotiation issues, trade policy provisions in the EPA, the Rules of Origin
(RoO), legal issues, dispute settlement and the draft consolidated text, new
generation issues (including trade in services), agricultural market access
offers between the Southern African Customs Union (SACU) and the EU, as well as
the tariff negotiations and agricultural safeguards.
Day 2
commenced with a recap of the previous day’s proceedings. Thereafter the delegates were divided into
three groups to deliberate on specific topics.
These were a cost benefit analysis of a potential EPA and what would be
the implications for Namibia should it not sign the EPA, alternative export
markets and the impact of the EPA on regional and African integration. The responses of the three groups were
summarised during a plenary session. The
outcome of these was that Namibia should continue with the EPA negotiations to
find the best possible concessional agreement for the country to sign.
Dare
to Care donates food aid to San Community
Following
media reports of the suffering of the San Community at Enkolo in the Ohangwena
region, the Care to Care Disaster Fund decided to assist this San Community
with food aid. On Tuesday, April 23 maize meal, cooking oil, tea, bully beef,
sugar and powdered milk for the value of N$10 000 was officially handed over to
Dr Libertine Amadhila, the patron of the San Community and also a member of the
NAU. The same amount of food aid will be given to the San Community in May and
June 2013.
The
Dare to Care Disaster Fund would like to thank “Kunene for Christ” for their
assistance with the buying and delivering of these goods.
2013
Dare to Care golf day
The 2013 Dare to Care Disaster Fund golf day will be held on May 31,
2013 at the Omeya golf course outside
Windhoek. During the past 5 years the Dare to Care Disaster Fund has paid ±
N$120 000 to victims of veld fires, floods, farm attacks, etc. The costs for
the golf day per team of 4 players are N$3 000 and if they also take a golf
cart it will be N$3 500 per team. We also appeal to farmers to donate prizes

The Outjo Game
Festival will be held on May 3 & 4 at the Sophienhof Lodge, 10km
outside Outjo on the Khorixas road. Artists which take part are Steve Hofmeyer
(Friday evening) and Gerhard Steyn (Saturday evening) and the traditional
auction and a Rodeo will be held. There are numerous stands where different

Hoërand FA will host a 4x4 vasbyt on
May 4 at Farm Graal of Mr Willie Truter in the Maltahöhe district. Everybody is
welcome, four wheel, motor cycles, etc. and the costs are N$100 for vehicles
and N$50 for motor cycles. Camping is available free of charge for the weekend.
The day will be concluded with a prize giving and Steak braai and the costs for
this are N$80 for adults and N$50 for children under the age of 12 years.

starts at 08:00 and the speakers are Mr Hannes Visagie, Mr Hein Wagner, Mr
Ernst Janovsky and Mr Derek Wright.

preventative fires and measures how to prevent fires will be discussed and at
13:00 a sightseeing of the burned parts on Dornhügel will be visited. Costs are

The Braunvieh Cattle Breeders Association is offering a trainings- and
